So, this is Wesley "Frodo" Baines. Frodo is NOT part of his real name, so, no, he will not respond to it. But he does respond to Wes, Wesley, W.B., and Baines. He is twenty-four years old. He's a writer working on trying to find someone to publish him and he works as a journalist for the New York Times. He's a sweet and intelligent guy, if a bit meticulous, quirky, and considered quite strange by most. Notably, he might be a grown man, but he's still very much a kid even if he tries his best to hide it (chances are, unless he either really likes your character or your character happens to have known him for years, it isn't likely that they know what he's hiding).
As far as friends, I'd figure he doesn't really care who they are as long as he figures that they are good people. Enemies are likely people who find him too odd or else see him as extremely uptight. As for lovers, I don't think he really cares about gender, but is otherwise kind of naive when it comes to things and probably somewhat slow. In the categories for friends and lovers (in particular), it would be cool if I could find someone willing to attempt to corrupt him, though it may not work out very well.
If you have an idea that does not fall into the above categories, don't be afraid to voice it out loud because, chances are, I'll agree as long as I can understand what is going on.
As for people in Lord of the Rings... click here if you want me to love you forever.
Hit him up, bitte!

Perhaps we could work out an unrequited love thing with Alice?
Edit: I has a more developed idea. -giggles-
Okay, so perhaps Alice is involved in a one woman ballet show or 'skit' that is performed to Debussy's Clair de Lune. It is the highlight of the night, being performed last after a few other such performances by various artist of different kinds. So it's a sort of art show... does that make sense?
Anyways, perhaps Wes becomes enthralled with her and has a semi-obsession// unrequited love for her...?
Does any of that make any sense?

The thing is, he's not that easy to fall for someone, especially if it's someone he has not formally met (this is part of why he's very naive and slow, I'm sure).
This said, I do have an idea that we could play with. Seeing as Wes is working for the Times, perhaps the reason he goes to a ballet show she's in that is performed to Debussy's Clair de Lune. Maybe he notices her during the performance and thinks she's rather good as a ballet dancer, so he basically tries to sneak backstage to get a few words from her - think underground interview-esque. I'm not sure if it would lead to him liking her immediately, but it would definitely lead to him having to contact her to let her know that 'hey, this is the issue that the story will come out in, if you start getting more attention, that's awesome.' I am... honestly not sure if they would keep in touch (Wes would keep in touch with her, it depends on Alice replies or not), but if they do, they might be friends-ish and Wes could develop a liking/crush for her after some time? *shrugs* It's a little iffy, but I do like the idea of Wes trying to sneak backstage to talk to someone.

She is a prima ballerina, so she definitely doesn't need more exposure, but she would probably find him kind of charming and interesting for having the balls to sneak backstage. Perhaps their encounter could be super duper awkward, since they're both kind of socially awkward. And so she invites him to have lunch with her some time to make up for the awful interview?

Yeah, I wasn't sure if she needed more exposure or not. But, ah well, she's getting more whether she likes it not. << >>. But, yeah, the interview will probably be kind of awkward between them so set up something for lunch and... we'll see how it goes from there. This said... I can start if you want, though I'd want to know where she would perform and if we could just start with right after the performance so basically right when Wes decides/starts to sneak backstage.

Okay, it's a sort of charity benefit for a battered women and children's center. There are a few other performing artists, including singers and other dancers, but she is the last act. It is in... radio city music hall.
And yep, you can go ahead and start there. Sounds like fun.
