"Citizens of New York. I recieved a letter from the now infamous Jack the Ripper yesterday, demanding that I change my policies to simply to suit his sick urges. I refuse to do so. The economical benefit of prostitution be legal is far too large to be rescinded because of a maniac. I, Hector Tormei, am mayor of this city, not a lunatic killer.
"Now, he has threatened to kill someone else and to leave it on City Hall's steps, just to send me a message. I am aware that I am putting someone's life at risk but I cannot bend to a criminal's will. As the great Ronald Reagon once said, we will not negotiate with terrorists and I extend this to serial killers.
"The police force is doing their best to apprehend this madman. I am not part of the police force and I cannot better their efforts by anything other than urging them on. The Police Commissionor has assured me that he is assigning his best detective and best forensic scientists to the case. As they work towards his capture, I advise practicing safety. Do not go out by yourself, try to keep to lighted, populated areas, and I would even go so far as to recommend getting a weapon to protect yourself with. There is a tip hotline for anyone who has any information about the killer, the number is (XXX) XXX-XXXX. Again, the city is working to aprehend this man. Thank you."
