It is 2012 in Beika city, Tokyo, Japan. Beika city is a place where the mundane and the mysterious entwine, and where fictional characters Sherlock Holmes and the French gentleman thief Arsène Lupin are idolized by many of its citizens. While Beika's citizens focus on work, education, their family and building relationships, murders and serious crime is not a new thing to them.
However, unbeknownst to Japan's citizens and the law enforcement, the country was infiltrated by an underground criminal organization known under the pseudonym the Black Organization, an organization run by this world's version of Professor Moriarty. With the organization's objective unknown and its intelligence rivaling that of the Central Intelligence Agency, the Federal Bureau of Investigation and the MI6, the Black Organization poses as an unidentified threat to the entire world, and every attempt to infiltrate, takedown and expose them have been thwarted.
As more agents are summoned to infiltrate the organization, current agents undergo a series of hardships with the loss of the FBI's star special agent. Even the police departments have found themselves busier than ever in the bustling metropolis with the return of the illusionist jewel thief. Will Beika city ever see peace?
